Acting US Attorney General Todd Blanche said that developers who do not aid third-party criminal activities will not be prosecuted. According to The Block, he participated in a panel discussion at the Bitcoin 2026 conference and answered a question about regulators' approach to Roman Storm, founder of cryptocurrency mixing protocol Tornado Cash, and Bitcoin mixing service Samourai Wallet, explaining, "The basic principle is that a person who develops software or participates in that process will not be investigated or prosecuted if they do not assist a third party in using what they developed for criminal purposes."
