The Strait of Hormuz is located between Iran and Oman, where the Exclusive Economic Zones (EEZs) of both countries intersect. Due to the narrow width of the strait, there is insufficient space for ships to maneuver and not enough warning time to avoid threats, making it a favorable terrain for Iran to attack ships. According to the United Nations Convention on the Law of the Sea (UNCLOS), coastal states have sovereign rights over the exploration, exploitation, conservation, and management of marine resources within their EEZ, but ships of all states enjoy the right of innocent passage through the territorial sea. While the convention stipulates that coastal states should not hamper the normal passage of foreign vessels, it also allows them to take necessary measures to prevent passage that is not innocent in specific situations.
