So far, the only major institution to clearly state a quantum defense policy is MicroStrategy (MSTR) founder Michael Saylor, who believes 'it should be investigated, but immediate action should be withheld.' Fidelity, Galaxy, and Gemini have not announced any quantum migration policies. Coinbase today released a position paper supporting BIP-360 (which introduces a wallet format robust against quantum computing attacks and allows for voluntary migration), but remained silent on BIP-361 (pre-emptive freezing of vulnerable BTC). As some large custodial institutions have started to act, it will be difficult for other institutions to avoid stating their positions, and the Satoshi coin governance issue, a core issue directly related to the network's survival, is likely to intensify the debate."
