Stellar Lumen (XLM) plunged approximately 10% in a single day following the failure of the Clarity Act vote, a US cryptocurrency market structure bill. However, artificial intelligence (AI) models have leaned towards the possibility of lateral movement in the $0.17 range rather than further sharp declines by the end of this month. Nevertheless, analysis suggests that short-term downward pressure remains, as key technical support levels have been repeatedly broken and altcoin investor sentiment has weakened.
According to the crypto media outlet Finbold on September 16 (local time), Stellar Lumen traded at $0.175, down approximately 10% since the Clarity Act vote failed. Finbold's AI agent calculated an average estimated price of $0.176 for September 30, which is 0.56% higher than the current price. The outlook suggests that it is more likely to remain at its current level rather than showing a clear direction over the next two weeks.
Three large language models (LLMs) were used for the prediction: DeepSeek Chat, ChatGPT 5.7 Luna, and Gemini 3.5 Flash, but their forecasts diverged. DeepSeek Chat predicted a price of $0.181 by the end of September, suggesting a 3.35% increase, while ChatGPT forecast $0.178, a 1.64% rise. In contrast, Gemini 3.5 Flash predicted a 3.32% drop to $0.170. The difference between the highest and lowest forecasts was $0.011.
The short-term market situation remains negative. Stellar Lumen's approximately 10% drop significantly exceeded Bitcoin's (BTC) 1.42% decline during the same period. This indicates a relative weakness in altcoins as investors reduce their exposure to higher-risk digital assets. The Altcoin Season Index also fell by 18% over the past week.
Technically, selling pressure has also intensified. Stellar Lumen successively broke below the 61.8% Fibonacci retracement level of $0.178 and the 200-day Simple Moving Average (MA) of approximately $0.176. This triggered stop-loss orders and algorithmic selling, and trading volume also increased by 5%, indicating expanded market participation during the decline.
However, the Protocol 28 vote scheduled for September 16 could be a network-side variable. Finbold mentioned the possibility of this vote acting as a new catalyst but explained that its actual impact on the price is uncertain. It added that AI price forecasts are estimates, not definitive predictions, and their accuracy may vary depending on market conditions for the remainder of September.
