The CLARITY Act, a U.S. cryptocurrency market structure bill poised to reshape the regulatory framework of the U.S. crypto market, has reached a critical juncture ahead of a Senate vote. Key issues such as government ethics, developer protection, and stablecoin deposit outflows have been reflected in the amendment, drawing attention to the potential for increased Senate support for the bill.
According to cryptocurrency specialized media Watcher.Guru on September 15 (local time), the U.S. Senate is scheduled to vote on the CLARITY Act today. The media described the CLARITY Act as a bill that encapsulates the pro-cryptocurrency policy stance of the Donald Trump administration, stating that major issues that had blocked the bill's processing for several months have now been incorporated into the amendment.
One of the biggest contentious issues was an ethics clause designed to restrict high-ranking government officials from gaining economic benefits through the cryptocurrency market. Controversy grew particularly after it was reported that the Trump family had earned over $1 billion from cryptocurrency businesses since his inauguration in January 2025. However, the media reported that President Trump accepted the relevant ethics clause, and consequently, there is a possibility that President Trump's name will be excluded from his family's cryptocurrency businesses. This could influence Senate discussions, as it had been a key reason for opposition from some lawmakers.
Provisions related to developers were also adjusted. While the amendment removes a protective clause that explicitly prevents criminal prosecution, which could be seen as an unfavorable change for developers, the media assessed that it could alleviate concerns from prosecutors and broaden Senate support. Simultaneously, safeguards for developers, miners, and validators who do not directly control customer funds were strengthened.
A 'circuit breaker' designed to prepare for the possibility of stablecoins triggering large-scale deposit outflows from regional banks was also included in the amendment. This mechanism allows the U.S. Treasury Department to intervene in the event of widespread deposit withdrawals from regional banks. This effectively addresses several previously controversial issues simultaneously, including government ethics, developer regulation, and banking sector concerns about stablecoins.
Watcher.Guru highly evaluated the likelihood of the Senate approving the CLARITY Act, given that a significant portion of the major issues has been addressed in the amendment. The media also suggested the possibility of a sudden influx of investment capital into the cryptocurrency market if the bill passes. However, this is a forecast presented by the media, and the actual outcome is expected to be confirmed through the Senate vote scheduled for today.
