Investors in XRP (Ripple), Stellar (XLM), and Hedera (HBAR) are keeping a close eye on the movements in the U.S. Congress on September 15. The possibility of a procedural vote in the Senate on the CLARITY Act, a bill concerning the structure of the U.S. cryptocurrency market, is being discussed, leading to observations that this could be a crucial turning point for the regulatory status of these virtual assets.
According to the cryptocurrency media Watcher.Guru on September 11 (local time), crypto commentator X Finance Bull indicated that the Senate might hold a procedural vote on the CLARITY Act on September 15, marking it as a date investors should watch. Attention is particularly focused on whether the bill will be processed, with 2:15 PM (Eastern Time) on the same day highlighted as the next key moment.
According to the media, in March, the U.S. Securities and Exchange Commission (SEC) and the U.S. Commodity Futures Trading Commission (CFTC) reportedly cited XRP, XLM, and HBAR as examples of digital commodities. The CLARITY Act previously passed the U.S. House of Representatives with a vote of 294 to 134, including the approval of 78 Democratic members, and was also advanced to the next stage by the Senate Banking Committee with a 15 to 9 vote. CFTC Chairman Michael Selig stated regarding regulatory preparation, "We are ready to implement regulations."
The expansion of institutional use of related blockchains is also cited as a reason for the interest in the vote. Ripple is building XRP ecosystem infrastructure through RLUSD and tokenized funds, while Stellar saw $11.4 billion in stablecoin transfers in the second quarter. On Hedera, the value of tokenized assets through Archax exceeded $300 million. The media reported that if a regulatory framework is established, more explicit standards could be set for banks' handling of payments, custody, and lending.
However, regardless of whether the September 15 vote in the Senate progresses or is delayed, the schedule itself is considered a test to gauge the momentum of the CLARITY Act.
