In contrast to the government and ruling party's public commitment to accelerate the enactment of the Digital Asset Framework Act (virtual asset phase 2 legislation) in the second half of this year, the actual enforcement of the bill is expected to be possible only around 2028, according to Maeil Business Newspaper. According to the '2026 Regular National Assembly Reporting Material' submitted by the Financial Services Commission (FSC) to the National Assembly on the 3rd, the FSC stated that it would "prepare the main contents of the Digital Asset Framework Act within this year through the Virtual Asset Committee and party-government consultations" to establish a comprehensive regulatory system covering the digital asset industry, market, and users. The FSC further specified a proviso stating, "A TF will be operated until 2028 to prepare for the enactment and enforcement of the framework bill, including the preparation of subordinate legislation and the establishment of infrastructure related to the digital asset ecosystem, such as associations."
