In response to Rep. Kim's point that major developed countries consider virtual assets as capital gains and allow loss carryforwards, Deputy Prime Minister Koo replied, "The issue of loss carryforwards is not even applied to stock investments." He added, "Since there are benefits provided by classifying it as other income, we are willing to review it at any time if necessary after the taxation is implemented."
