Regarding the approximately 1 million Bitcoins believed to be owned by Satoshi Nakamoto, he said, "Inaction is not the right approach," and suggested that after a quantum-resistant upgrade, a period of 6 to 12 months should be given, and if no transfers occur, they should be excluded (frozen) from circulation through a new protocol. He emphasized, "If no action is taken, an unfair situation could arise where the first entity to hack the wallet with a future quantum computer monopolizes them," and "However, the final disposition must go through a consensus mechanism, such as a community vote."
