The U.S. Senate Banking Committee, which is deliberating and voting (markup) on the Clarity Act, rejected all detailed amendments proposed by the Democratic Party. So far, more than 16 detailed amendments have been voted on. Democratic members are protesting the chairman's markup process and insisting that ethics-related provisions should be added to the Clarity Act. The Banking Committee is currently continuing to vote on the detailed contents of the Clarity Act, and will ultimately vote on whether to send the bill to the full Senate. The committee consists of 24 senators (13 Republicans, 11 Democrats), and 13 votes in favor are needed for the bill to be decided for a floor vote. If the Banking Committee passes the bill, the Clarity Act will proceed to the full Senate vote stage after jurisdictional coordination and integration procedures with the Senate Agriculture Committee.
