'Partial Guarantee of Jeonse Fraud Victims' Deposits' Jeonse Fraud Victim Support Act also passed
An amendment to the Enforcement Decree of the Customs Act, which reduces the customs burden on ships that inevitably change their import cargo transportation routes due to the aftermath of the Middle East war, passed the Cabinet meeting on the 6th.
The government deliberated and approved 12 presidential decrees, including the amendment to the Enforcement Decree of the Customs Act, and 38 promulgations of laws at the Cabinet meeting held at the Blue House on this day, presided over by President Lee Jae-myung.
The amendment to the Enforcement Decree of the Customs Act aims to alleviate the burden on companies and stabilize import prices, as the freight charges included in the customs price would increase, leading to an additional customs burden, if ships are forced to reroute due to the Middle East war making the previous transportation routes unusable.
It contains provisions allowing the application of usual freight charges when determining the customs value if the freight charges for imported goods significantly increase compared to what shipping companies usually apply due to unavoidable reasons, such as the change in transportation routes caused by the current Middle East war.
In addition, an amendment to the Special Act on Supporting Victims of Jeonse Fraud and Housing Stability, which guarantees government support for at least one-third of the jeonse deposit for victims of jeonse fraud, was also processed.
The core of the amendment is the introduction of a 'minimum guarantee system' that provides support for the shortfall if the sum of dividends from auctions/public sales, recovered jeonse deposit claims, and existing support does not reach one-third of the jeonse deposit.
It also includes a provision that excludes jeonse deposits, for which preferential repayment rights are recognized, from the scope of exemption even if the landlord goes bankrupt.
An amendment to the Act on Special Cases concerning the Confiscation and Recovery of Corrupt Assets, which includes proceeds from illegal private lending crimes as targets for restitution to crime victims, and an amendment to the Act on the Exercise of Sovereign Rights over Foreign Fishing, etc., in the Exclusive Economic Zone (EEZ), which significantly increased fines for foreign fishing vessels operating illegally in the EEZ, were also passed.
At the meeting on this day, reports were also made by each ministry, including the 'Comprehensive Farmland Survey Implementation Plan' (Ministry of Agriculture, Food and Rural Affairs), 'Progress Report on the Great Transformation to Inclusive Finance' (Financial Services Commission), and 'Current Status and Future Plans for Suicide Prevention Measures' (Office for Government Policy Coordination).
