This public comment period is related to the regulations proposed by the CFTC last March, which allow for the modification of existing rules or the introduction of new rules concerning event contracts within prediction markets. Luana Lopes Lara, co-founder of Kalshi, stated in a letter, "The current regulations are effectively designed. Clear guidelines should be provided to ensure that event contracts can be traded continuously." Conversely, Kevin O'Toole, Executive Director of the Pennsylvania Gaming Control Board, expressed dissent regarding the regulation, stating, "Prediction market platforms are effectively operating similarly to sports betting in a regulatory blind spot."
