Global investment bank TD Cowen pointed out that while the Securities and Exchange Commission (SEC) and the Commodity Futures Trading Commission (CFTC) are moving to establish cryptocurrency policies after the Clarity Act failed to pass in the Senate, actions by government agencies are easier to reverse than legislation. The bank emphasized, "Fully implemented rules are the most sustainable, and orders are the easiest to withdraw."
