Bessent also explained that the Treasury buyback on the 10th (local time) amounted to only $5.19 billion, falling short of the maximum limit of $6 billion, because "long-term Treasury holders were reluctant to sell." Previously, the Treasury Department expanded the long-term Treasury buyback limit from $2 billion to a minimum of $4 billion per session, and the market had expected this first purchase to be in the range of $5 billion to $6 billion.
