Russia has finalized a new regulatory framework that allows cryptocurrency transactions while capping individual investors' annual purchase limit at 300,000 rubles.
Cointelegraph reported on August 6 (local time) that Russian President Vladimir Putin signed the 'Law on Digital Currencies and Digital Rights.' The bill number is 1194918-8. The new law applies to market participants such as cryptocurrency exchanges, brokers, and custodians.
Cryptocurrency exchange operators must meet regulatory requirements and join a financial market self-regulatory organization. Individual investors can only purchase authorized cryptocurrencies through brokers. The purchase limit is 300,000 rubles per year per broker, which is equivalent to $3,700 in USD.
The same restrictions do not apply to professional investors. Professional investors can buy cryptocurrencies without limits on the type or volume of purchases. This structure clearly distinguishes access rights between individual and professional investors.
Key regulations will come into effect on September 1, 2026. Some provisions, such as regulations for digital asset custodians for non-residents, will take effect on July 1, 2027. The Russian State Duma passed the bill after final deliberation at the end of July.
The Bank of Russia will oversee the regulated market and determine which cryptocurrencies brokers can handle. The use of cryptocurrencies for payment for goods and services within Russia remains prohibited. This regulatory framework integrates the trading market into the institutional system but blocks its use as a means of payment.
